It is a long-term promise to the small and mid-sized businesses of southern Taiwan. We believe every founder deserves the strategic vision and digital tooling once reserved for global enterprises. Eighteen years of accumulated work, the conviction of three faculty members — Fu Chien-Yuan, Wu Wang-Te and Lai Chia-Jung — and three integrated institutions, converging into one complete B2B empowerment system.
2008 年,台灣的商業教育主流仍然集中於北部的 EMBA 與大型企管顧問公司。南台灣的中小企業主,每一個人都背負著家庭、員工、銀行三方的重量,卻很少有真正能蹲下來、聽他們說話、與他們一起走進工廠與門市的教育者。 In 2008, business education in Taiwan was still anchored in the northern EMBAs and large management consultancies. Yet the SME owners of southern Taiwan — each carrying the weight of family, employees and bank loans — rarely had access to educators who would sit with them, listen, and walk into their factories and storefronts.
於是,三個來自不同領域的人,在高雄開始了一段共同的工作:一位是科技背景的工程師,他看見 AI 浪潮即將到來,但身邊絕大多數的中小企業主完全沒有準備;一位是長期在地深耕的策略家,他不能接受南北差距變成下一代的命運;一位是教育者,他相信真正的學習不是在教室裡,而是在學員回到自己的事業時。 And so, three people from very different fields began a shared work in Kaohsiung. One was an engineer who saw the AI wave coming and knew almost no SME owner around him was ready. One was a strategist who refused to let the regional gap become the next generation's destiny. One was an educator who believed real learning happens not inside the classroom — but the moment a student returns to their own business.
SAIP TAIWAN,由此而生。 SAIP TAIWAN was born from that meeting.
高雄經濟策略研究會於前金區設立。最初的工作,是一份份免費的中小企業診斷報告,與一場場僅有八到十位企業主參與的閉門對話。Kaohsiung Economic Strategy Council was founded in Qianjin District. Its early work consisted of free SME diagnostic reports and closed-door dialogues attended by no more than ten owners at a time.
數位浪潮初起,企業主對「轉型」一詞仍多半停留在抽象想像。甫東科技於 2010 年正式成立,定位為技術賦能引擎,承接學員從課堂走向工作現場的最後一哩——以自研 LMS、企業流程自動化、官網與 SEO 技術,為南台灣中小企業打開可被執行的數位實作路徑。As the first digital wave began to crest, "transformation" still meant something abstract to most founders. Fulldot Technology was formally established in 2010 as a technology-enablement engine — carrying learners from the classroom into the workplace through a proprietary LMS, workflow automation, web architecture and SEO practice, opening southern Taiwan's SMEs onto an executable path of digital practice.
為回應企業主反覆提出的「我需要的不只是諮詢,而是訓練」需求,頭家學苑成立。台語「頭家」即「老闆」之意—我們選擇直接以企業主為主角,建立第一個以「實戰任務制」為核心方法論之學習平台。In response to a recurring request — "I do not need consulting; I need training" — TJ Academy was founded. "TJ" (頭家) is Taiwanese for "owner." We chose to make the founder our protagonist, and built the first learning platform anchored in the task-based methodology.
高雄經策會、頭家學苑、甫東科技三大實體完成品牌與營運整合,正式以「SAIP TAIWAN」對外提供完整 B2B 服務。KESC, TJ Academy and Fulldot completed brand and operational integration, formally serving the market under one banner — SAIP TAIWAN — as a single complete B2B platform.
SAIP TAIWAN 通過 SGS ISO/IEC 42001 人工智慧管理系統國際認證——全球首部 AI 治理標準。從資料治理、模型風險、隱私保護到產品落地全流程被獨立第三方驗證,標誌 SAIP 在企業 AI 導入領域的治理規格已正式對齊國際水準,成為南台灣率先取得 AI 國際認證之 B2B 教育與顧問機構之一。SAIP TAIWAN achieved SGS ISO/IEC 42001 certification — the world's first international AI management system standard. From data governance, model risk and privacy protection through to deployment, the entire AI delivery lifecycle was independently audited and verified, formally aligning SAIP's enterprise-AI implementation practice with international standards — among the first B2B education and advisory institutions in southern Taiwan to achieve this AI certification.

傅建源董事長身兼三職——SAIP TAIWAN 董事長、高雄市振興經濟策略推展協會(經策會)理事長、台灣美聯興業股份有限公司董事長。三個職位看似分屬企業、產業與教育不同領域,但對他而言,是同一件事的三個面向:用策略思維把長期價值組織起來,讓每一位夥伴都能在這套系統裡贏得屬於自己的一席之地。 Chairman Fu Chien-Yuan holds three concurrent roles — Chairman of SAIP TAIWAN, Chairman of the Kaohsiung Economic Strategy Council (KESC), and Chairman of Taiwan Mei-Lien Industrial Co., Ltd. That front-line experience taught him a single conviction: southern Taiwan's SMEs do not lack capability; what they lack is a strategic framework that places each effort in the right position. And so he chose to step beyond his own boardroom, and build that framework for the region itself.

SAIP TAIWAN was born precisely from this accumulated depth: only when education, AI implementation and advisory services finally sit on a single industry map can southern Taiwan's founders walk a growth path — from strategy to execution — that is genuinely their own.
吳望得總經理長年深耕教育培訓與人才發展領域,對於「一場學習能否真正改變一個人、一個團隊、一間企業」這個問題,有著比任何人都更耐心的觀察。在過去多年的實戰歷程中,他看過太多熱情開場、卻在三個月後悄然消失的培訓專案;也看過真正讓組織脫胎換骨的學習現場——而兩者之間的差異,從來不是課程內容,而是後續是否有一條能延伸到工作現場的路徑。 General Manager Wu Wang-Te has spent many years cultivating the field of education, training and talent development — and few have observed more patiently the question of whether a single learning experience can truly transform a person, a team, an enterprise. Across years of front-line work he has seen training programmes that opened with enthusiasm and faded quietly within three months. He has also seen learning environments that genuinely remade an organisation. 賴家榮 AI 技術總監是 SAIP TAIWAN 技術核心的領航者。他長年深耕人工智慧、機器學習、資料科學與數據應用,跨足科技、製造、金融、零售等不同產業,累積了豐富的第一線實戰經驗。對他而言,AI 從來不是一個遙遠的學術名詞,而是一份對企業主、對學員、對下一代人才最實際的承諾——讓技術真正落在他們的手中,成為他們判斷力的延伸。 As Chief AI Officer of SAIP TAIWAN, Jacky Lai (Lai Chia-Jung) leads the technological core of the institute. His years of work span artificial intelligence, machine learning, data science and data application — across technology, manufacturing, finance and retail — and the front-line experience he has accumulated is substantial. To him, AI has never been a distant academic term.
